Privatisation and Liberalisation

The action to be taken in increasing the participation of the private sector through privatization and liberalization have taken various forms and degrees depending on the level of development of the services.

    • The public transport system is an open competition with many owner and operator with outdated terms of operation and the quality of service unspecified. Action will be taken to reduce the number of operators through "Franchise" with clear service quality and operating conditions.

    • In the case of telephone, the industry is effectively a monopoly by government operation. The privatizing and liberalizing the number of players in the vendors for consumer terminal equipment has been introduced. A review on the structure of the services will be undertaken and a commitment under the WTO will be made transparent.

    • The postal services has to come to terms with competition from private couriers which has not been regulated as yet. A regulation for the registration of courier services will be introduced.

    • As for cargo handling services, the contracting out of these services to private operators with clear terms and conditions will be introduced. This will be done at the port and airport.

    • Privatization and liberalization of the services will be selectively considered and implemented.

    • Competition will be introduced gradually and selectively and managed with clear regulatory measures.

    • Foreign investment in the services will be consistent with our commitment in the WTO.

    • The structure of each service industry will be reviewed and changes to improve the quality of services will be introduced.

    • Support will continue to be given to promising entrepreneurs.
