Present as a Guest of Honour was The Minister of Communications, The Honourable Pehin Orang Kaya Seri Kerna Dato Seri Setia Haji Awang Abu Bakar bin Haji Apong. 

Also present at the ceremony were the Deputy Minister, Dato Paduka Haji Yusoff bin Haji Abd Hamid, The Acting Permenant Secretary Awang Haji Ibrahim bin Haji Hassan, Directors in the Ministry, Head and Deputy Head of Departments, officers and staff of Ministry of Communications and Departments under it, and sponsorship agent for that events.  

The ceremony began with the recital of Surah Al-Fatihah and welcoming remarks from the chairman of the event, Pengiran Haji Rosli bin Pengiran Haji Halus. This was followed by the certificate presentation by the Guest of Honour.
