The International Unit serves as the national focal point for International Maritime Organisation (IMO) and International Labour Organisation (ILO) specifically for matters pertaining to the Maritime Labour Convention, MLC 2006.
It coordinates Brunei Darussalam's maritime regional cooperation with ASEAN through the ASEAN- Maritime Transport Working Group (ASEAN MTWG) and BIMP-EAGA through the Sea Linkages Working Group (BIMP-EAGA SLWG) as well as Brunei Darussalam's bilateral maritime cooperation.
The International Unit, continuously follows and observes developments on matters related to transport / maritime under the auspices of APEC, United Nations Conference on Trade and Development (UNCTAD), United Nations Economic and Social Commission for Asia Pacific (UNESCAP) and United Nations Development Programme (UNDP).

The R&D Unit serves to coordinate the development of the Department's interest and strategic growth to better fulfil its vision as an efficient and respected maritime administration and to chart the path for meeting the prescribed Key Performance Indicators (KPIs).
This Unit is responsible in coordinating the preparation of the Legislative Council and serves as the Department's public relations to ensure a seamless two-way communication between the Department and members of the public.
The Unit is also responsible for studying IMO Conventions and provide assessments on the merits or demerits of ratifications.
